Hide option for staff to take attendance

This is a checkbox at the site-level under Site Details in the section "Attendance & Meal Count Settings".

Only Sponsor Admin users can edit this checkbox.

If this button is checked, staff can only take meal counts and not attendance. This feature should only be used if you have another method of recording attendance, such as a center management software.
