Claiming Percentage Below 25 Percent

7 CFR 226.2 "For-profit center" (b)(2) states that there two ways that a for-profit adult daycare or child care center can qualify to file a claim:


  • 25% of the participants are in the "Free" or "Reduced" income eligibility 
  • 25% of the participants qualify for subsidized care under Title XIX (adult care only) or Title XX under the Social Security Act


Before My Food Program creates a claim for a for-profit adult daycare or child care center, we make sure they are eligible to claim.


Note: the amount of reimbursement is always determined based on the income eligibility categories of the participants, but whether a for-profit adult daycare or child care center is allowed to claim any reimbursement is determined by this 25% threshold.

How it Gets Triggered

If the site is marked as "for-profit" in Site Details and it is an adult daycare program or child care center, the software does a check to make sure that either:

  • 25% or more of the participants included in the claim are in the free or reduced income eligibility category
  • 25% or more of the participants included in the claim are have the box for "Receives Subsidized Care" checked on the participant page


If both of these tests fail, then we set an error on all meals and generate a zero claim.



How to Get Details

The claim generated will have zero for all meal types. You can see the free/reduced percentage and the percentage of participants receiving subsidized care in the footer of the Participant Claim Roster report.

What the Provider or Center Can Do

Make sure that all income forms have been sent to your sponsor and that any participant receiving subsidized care from Title XIX or Title XX are appropriately marked as "receiving subsidized care" on their participant page.

What the Sponsor Can Do

  1. Ensure that the site is properly categorized as for-profit in Site Details.
  2. Ensure that all income forms for all households have been entered with the correct effective dates.
  3. Double-check the method we use to determine which participants are in the claim. This is called the FRP Classification in Sponsor Setup
